Code 28 is one of the friendliest error codes: Windows found a device and simply has no driver for it yet. The job is to find out what the device is and get the right driver from a source you trust.
In Device Manager the device shows a yellow warning triangle, and its Properties say: The drivers for this device are not installed (Code 28). It is usually an 'Unknown device', 'PCI Device' or 'Base System Device'. Nothing is broken; Windows just has no matching driver.
Open the device's Properties, go to Details and choose Hardware Ids. The first line looks like PCI\VEN_8086&DEV_15F3. VEN is the maker's ID and DEV is the device. Four-character vendor codes are public; 8086 is Intel, 10DE is NVIDIA, 1002 is AMD, 10EC is Realtek, 14E4 is Broadcom.
Note the subsystem (SUBSYS) value too. It often tells you which PC maker's variant it is, which matters because laptop makers customise drivers.
Right-click the device, choose Update driver, then Search automatically. Also look at Settings → Windows Update → Advanced options → Optional updates → Driver updates. Microsoft's own catalog is the safest place to start.
For a laptop or branded PC, use the PC maker's support page for your exact model (Dell, HP, Lenovo, ASUS, Acer and others all have one). For a self-built PC, use the motherboard maker's page. For a graphics card, use the card maker's or chip maker's page. Avoid sites that bundle drivers from many makers: they are a common source of unwanted software.
Restart once. Check that you installed the 64-bit driver on 64-bit Windows (a 32-bit driver will not load there). If the installer said it succeeded but the code stays, open the device again and use Update driver → Browse my computer → Let me pick, and see whether a listed driver matches. If none does, the driver is for a different model or Windows version.
